The grading is the story. Eagan sits on some of the most rolling terrain in the metro, and nearly every street has houses cut into a slope: a walkout on the downhill side, a lookout on the uphill side, retaining walls holding the difference. What the winter sets up here

Eagan’s slopes create the freeze pattern: lookout and walkout foundations expose more wall to the air than a flat-lot basement ever does, and the rooms behind those walls run colder all winter. Supply lines routed along them (a bathroom group on a walkout wall, a hose bib that never got shut off inside) are the January failures. The ponds between the plats freeze over and go quiet, which hides how high the water under the ground already is.

When the melt arrives

When the hills let go, the water follows the grading plan, and the grading plan is older than the landscaping that has grown over it. Swales that were meant to carry melt between houses have been fenced, planted and filled over thirty years, so the water improvises, and the walkout at the bottom of a slope receives whatever the improvisation produces. Houses a lot or two uphill from a stormwater pond get the second effect: the pond rises, the water table follows, and the floor slab starts seeping from below.

What a finished basement here can keep

Newer finished basements lose drywall and carpet pad first; the framing and slab almost always survive if drying starts promptly. The item most often lost unnecessarily in Eagan is the built-in: media walls and shelving installed tight to the wall, which trap moisture behind them and turn a dryable wall into a demolition.
